Proposed Pavilion in Frontier Park

12/2/08 Council Meeting - Budget Bill 9813

Citizens and organization representatives spoke to ask for an amendment to the budget bill to remove the funding for a pavilion in Frontier Park. There were no speakers in favor of the pavilion. Councilwoman Feldman moved to amend the budget bill; her motion included removing the funding item for the pavilion. Councilman Muench seconded. Feldman, Muench and Klinghammer voted to amend...the amendment failed and funding for the pavilion remains in the 2009 budget.

Citizens who spoke in the public hearing made the following points:

Bill Hart of the Missouri Alliance for Historic Preservation and the National Trust for Historic Preservation read a letter from President of Board of Missouri Alliance stating the importance of protecting historic assets.

Frontier Park is included in the Historic District boundaries...not merely adjacent to the District.

Frontier Park is the people’s park...its popularity is directly related to its open space alongside the river and it connects Main Street to the river.

Description of floodway issues and the cost impact of building in a floodway were discussed.

Reading of a 1987 Council resolution that Frontier Park be open space with an open view of the Missouri River.

Comparison of the cost of tent rentals versus that of a permanent pavilion pointing out that for the cost of a pavilion, tents could be provided for maybe a hundred years.

Letter was read stating opposition to the pavilion by the members of South Main Preservation Society.

Convention and Visitors’ Bureau representative conveyed the commission’s opposition to a pavilion.

Discovery Expedition representative expressed opposition to a pavilion
comments in favor of a passive park, green space.

Riverfront Issue group of the city’s Strategic Planning effort is in opposition to a pavilion.


There were no speakers in favor of the pavilion. Council received many emails in opposition to the pavilion.
